Cameroon was well and truly represented in Rabat, Morocco since Monday, May 22, 2023 at the 58th session of the Board of Directors of the African Center for Administrative Training and Research for Development (CAFRAD).

Led by the Minister of Public Service and Administrative Reform with the strong agreement of the President of the Republic of Cameroon His Excellency Paul BIYA, the Cameroonian Delegation was under the guise of Minister Joseph LE accompanied by some senior officials of Minfopra like of the Director of Human Resources Development of the State Mr. SANKAME ZOUBEROU.

At the start of the work chaired by Dr. Ghita Mezzour, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform within the Moroccan Government, President of the Board of Directors of CAFRAD, the Director General, Professor Stéphane MONNEY MOUANDJO meanwhile reported the items on the agenda. As usual, Joseph LE pleaded for the African administration to ensure that CAFRAD regularly upgrades and strengthens human resource capacities on the continent in general and in Cameroon in particular. According to him, these measures will have a positive impact in the user administrations.

Although more interesting to see the leaders of CAFRAD take into account the grievances of the Cameroonian Minister of Public Service. Joseph LE wet the jersey well for the happiness of the government of which he was the representative.

In her speech, Dr. Ghita Mezzour Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform within the Moroccan Government, President of the Board of Directors of CAFRAD, wished on behalf of His Majesty the King of Morocco Mohammed VI, welcome to all the delegations, she mentioned that the issues of administrative reforms are important issues for the development of the African continent, hence the importance of the foundations of this session which enter straight line in SOUTH-SOUTH cooperation.

In the early 1960s various national schools and institutes of public administration as well as higher executive training schools were created to train civil servants in different fields. However, African states have found that in order to develop high-level administrators, it is necessary to staff these regional centers that already exist. To fill this gap and advance the professionalization of public administration in Africa, the African Center for Administrative Training and Research for Development (CAFRAD) was established.

This pan-African intergovernmental organization, created in 1964 by African governments, with the support of UNESCO, is today the first pan-African training and research center in the continent for the improvement of public administration and governance in Africa whose headquarters are located in Rabat, the Moroccan capital. Membership is open to all African countries. CAFRAD currently has 36 member states.

Joseph LE went with concrete proposals namely the progress recorded in his ministerial department; he showed his colleagues from other countries the work that is being done in Cameroon, in particular the presence of SIGIPES (Computer System for the Integrated Management of State Personnel and Payroll) in the 10 regions of Cameroon, which makes it possible to bring closer users of the administration, the certification of the career acts of public officials by the 10 regional delegates of MINFOPRA, which raises the number of people authorized to do so to 11, unlike 1 person recently, the Rehabilitation to more than 90 % of the building housing the central services of MINFOPRA and the construction of certain regional delegations, which makes it possible to improve the living environment of public officials in order to have better results, the organization of oral examinations for administrative competitions by videoconference, the notification of users’ career actions in our 10 regions, the strong presence in social networks.

On this occasion, the Director General of CAFRAD Pr Stéphane Monney Mouandjo of Cameroonian nationality appreciated at its fair value the reform projects underway at MINFOPRA, in particular with the modernization, dematerialization and simplification of administrative procedures. Subsequently, he once again reaffirmed his availability to support Cameroon in improving the quality of services provided to users.

A patriot at heart, Joseph LE also paid a visit to His Excellency Mouhamadou Youssifou, Ambassador of Cameroon to Morocco. This working visit led the minister in charge of the public service to present the various innovative stages of the Cameroonian administration, namely modernization through the dematerialization and simplification of administrative procedures; and this, in the presence of other compatriots residing in Morocco. The ambassador for his part made his guest visit the premises of the diplomatic representation of Cameroon in Morocco.
