Today (Saturday), the Ministry of Human Resources and Social Development announced the implementation of the decision to localize “postal business and parcel transport” in all regions of the Kingdom, starting today; This is after the end of the grace period specified for the decision to locate these businesses.
In its first phase, the decision provides for the 100% localization of 14 postal activities, with the exception of the professions of cleaner and freight and unloader.
The decision aims to localize postal services and parcel transport and the functions it includes in the provision of delivery services via electronic platforms, parcel transport (local and international), parcel transport (local), express courier business, carrying mail and parcels in the bag, receiving, receiving and transferring postal missions and parcels, and providing Mailroom management services.
It is also aimed at the provision of services for the processing and storage of postal items and parcels and for the redistribution of the same, the provision of postal logistics services, the activities of private postal transport companies, the activities of private postal services and to the delivery of transactions, in addition to regular and excellent mail activities, and other postal activities.
And the previously issued decision provided for the localization of the professions of “chief executives” by 100% and “first-level positions of senior management by 60%, which will take effect on 9/10/1444 AH, while in the second phase it provides for the localization of the positions of the “second level of senior management”. At a rate of 70%, which will take effect 3/16/1445 AH.
The ministry has pledged to provide an incentive and support package related to support for private sector institutions. To assist them in hiring Saudis, this includes supporting the recruitment process and finding suitable workers, as well as prioritizing the benefit of all Emiratisation support programs available to the system and employment and support programs through the development of human resources “Hadaf” Fund.
The Ministry issued a guideline, explaining the details of the decision and the mechanism for its implementation, and stressed the need to adhere to the implementation of the provisions of the decision, in order to avoid legal sanctions.
