Further clarifications for the implementation of the decision

The procedural guidance confirmed that the emiratization decision applies to workers within the plant, as well as the sanctions provided by law, regardless of the scope of the plant in Nitaqat, which means that the scope of the plant in Nitaqat does not affect on the calculation of the percentage of emiratization, and the decision also applies to the name of the national classification of economic activities and the actual activity of establishments.

The guide stressed that it is necessary for a Saudi to be counted in the Emiratisation reports who is registered in the insurance on behalf of the establishment or has a documented flexible employment contract or is in possession of a self-employment document.

He pointed out that Saudi workers who have an obligation to be present at the port and who have a contractual relationship with their employer to perform work primarily for wages, their contracts can be in any pattern of work (full – partial – flexible “hourly work”) according to the specified conditions, and it is also required that Saudi Arabia work in the outlet according to the percentages specified in the decision, regardless of the form of the contract.
