New York State Trooper Accused of Murder in High-Speed Chase Crash

Christopher Baldner, the New York State Police (NYSP) accused of killing 11-year-old Monica Goods in a crash during a high-speed chase, lied when he claimed that the minivan carrying the victim and her relatives had brushed twice his patrol, according to a forensic analysis detailed in court documents by the state Attorney General’s Office.

The analysis also shows that Trooper Baldner twice rammed the minivan driven by the girl’s father, Tristin Goods, into a speed over 100 mph in the accident that occurred days before Christmas 2020 on the New York Thruway, in northern Ulster County.

The forensic reconstruction of the crash is detailed in a confidential motion filed Sept. 18 by Attorney General Letitia James’ office to convince an appeals panel to reinstate a second-degree murder charge against Baldner for the girl’s death. The newspaper Daily News recently obtained a copy of the document.

Baldner claimed over his police radio and later told investigators that driver Goods hit him twice on Dec. 22, 2020, on Interstate 87 near Kingston, causing the minivan to spin out of control, roll over and kill the woman. Brooklyn (NYC) resident girl, according to the motion.

But tracking data from Baldner’s police vehicle, detailing his speed, direction and even steering wheel movements, confirmed that he struck the minivan twice at more than 100 mph. Grand jury testimony from two of Baldner’s sergeants cited in the motion showed that he He lied about his role in that accident and another in 2019.

An Ulster County grand jury indicted Baldner in October 2021 on one count of depraved indifference murder. Then in February 2023 Judge Bryan Rounds dismissed the murder charge, but left intact the charges of involuntary manslaughter and reckless endangerment.

Additionally, Judge Rounds found that in the Goods death case and a separate one involving another ramming incident in 2019, the evidence “rationally showed that the accused [Baldner] ignored, and created, multiple hazards that posed, at a minimum, a serious risk of physical danger.”

In arguing to reinstate the murder charge, the Attorney General’s motion relies heavily on the testimony of 16 witnesses before a grand jury, including 11 law enforcement officers and an accident expert. Defendant Baldner did not testify.

The attorney general’s motion “is not unexpected,” said Charles W. Murphy, president of the State Police Benevolent Association. “We respect the legal process and will continue to provide legal representation to Trooper Baldner,” he added.

In a reverse situation, last week in Queens (NYC) a woman was found guilty of fatally running over an NYPD police officer because she was driving high and drunk and then left the scene, in 2021.
