New York Proposal: Background Checks for 3D Printers to Combat ‘Ghost Guns’

In the USA, depending on the state or other administrative district, the so-called “background checks” are required when purchasing firearms: an interested party only receives a pistol or rifle if their extract from legal documents is judged to be harmless. In New York State, this will also be required in the future when purchasing a 3D printer if it can be used to build firearms.

This is proposed by Senator Jenifer Rajkumar from the Democratic Party. This is intended to limit the spread of “ghost guns”. This collective term refers to homemade firearms made of plastics or other materials that are difficult or impossible to detect with conventional metal detectors. Accessories that turn legal weapons into banned fully automatic weapons sometimes also come from 3D printers.

The text of the template states, among other things, that the spread of ghost guns has increased dramatically. In 2019, 100 pieces were said to have been confiscated in New York City, and in 2022 there were already 637. New York State is one of the states in which the constitutional right to own weapons is so restricted that not every citizen is allowed to carry a weapon in public.

How Gizmodo reports, the New York Police Department (NYPD) is said to have recently succeeded in dismantling an arms trafficking ring that is said to have produced illegal weapons on a large scale using 3D printers. Nevertheless, according to media reports, the draft law is being heavily criticized in the USA because it hardly defines how a 3D printer can be built that does not fall under the regulation. There is also no regulation as to what should happen to consumables and 3D printers that have already been sold. It is also unclear how people should behave when they bring a printer across the national border.
