New York Prepares for Winter: Governor Hochul Announces Emergency Response Readiness and Provides Guidance for Residents

New York is preparing for the winter season and the possible extreme weather that could come in the coming months.

Governor Kathy Hochul announced that state agencies have all emergency response resources ready. Additionally, the Democrat reminded New Yorkers of the steps they can take to ensure their households are prepared and informed about severe weather, such as using NY-Alert that sends alerts.

Agency preparation

New York Power Authority: The New York Power Authority (NYPA) collaborates with New York State’s investor-owned utilities, as well as municipal and rural cooperative electric systems across the state, to review and discuss mutual assistance for possible power restoration efforts associated with weather events. NYPA also maintains open lines of communication with the American Public Power Association as part of its mutual assistance network, which provides a safety net of support to power utilities across the country.

Department of Environmental Conservation: Police officers, forest rangers, Emergency Management staff and Department of Environmental Conservation regional staff will be on alert and monitoring weather forecasts to prepare to assist in any emergency response.

Department of Financial Services: People can call the DFS Disaster Hotline at (800) 339-1759 or visit the DFS Disaster Center.e DFS flood and disaster recovery resources for help and response.nder any questions related to insurance.

Office of Information and Technology Services: The Office of Information Technology Services (ITS) plays an essential role in supporting critical winter weather emergency management operations, including providing on-site technology assistance and multi-faceted communication tools such as mobile phones, laptop computers, and Wi-Fi capability to ensure emergency personnel remain connected and can communicate effectively during a hurricane or other similar event.

Office of Temporary and Disability Assistance: The Office of Temporary and Disability Assistance began accepting applications for the Home Energy Assistance Program, or HEAP, on November 1. HEAP can provide up to $976 this winter to help low- and middle-income households and seniors keep their homes warm and address high energy costs.

Office of Parks, Recreation and Historic Preservation: In the event that severe weather is forecast, New York State Park Police and park staff remain alert and closely monitor weather conditions and impacts.

Recommendations for New Yorkers during winter

Do not drive unless necessary. Use caution on bridges as ice can form faster than on roads. Check with your utility company to determine repair schedules for the area. Turn off or unplug lights and appliances to avoid overloading the circuit when service is restored; Leave a light on to indicate when power has been restored. If the heat goes out during a winter storm, stay warm by closing off rooms you don’t need.
