New York City Police (NYPD) will ease its controversial policing techniques, according to a legal settlement announced Tuesday, more than three years after police brutality against anti-racism protesters from the Black Lives Matter movement in 2020.
America’s premier police force will ‘implement new practices to better address the challenges posed by spontaneous protests, the need to keep New Yorkers safe, and respect everyone’s right to freedom of movement. ‘expression,’ New York Mayor Eric Adams, himself a former police officer, and NYPD boss Edward Caban said in a statement.
These new rules are recorded in a legal agreement of forty pages devoted by the federal justice of Manhattan and made public Tuesday. This settlement was sealed between New York City Hall, its police, the New York Civil Liberties Union and New York State Attorney General (equivalent to a local Justice Minister) Letitia James who had brought complaint against the NYPD in January 2021.
George Floyd
The previous summer, in the midst of the Covid-19 pandemic, New York and other major cities in the United States had seen thousands of people take to the streets under the banner of the Black Lives Matter movement, revolted by racism and discrimination. death of African-American George Floyd, killed on May 25, 2020 by a white police officer in Minneapolis.
Some demonstrations had degenerated into looting and destruction and police violence had been denounced, especially in New York where around 2,000 people had been arrested. Last March, in a first legal agreement, the municipality agreed to pay 21,500 dollars (19,100 francs) to each of the hundreds of demonstrators who were victims of a controversial police encirclement operation in the Bronx on June 4 2020.
It is precisely this so-called “nassage” technique – coupled with clubbing – which the NYPD has agreed to give up. The police will favor a “better calibrated” and “multi-level” policing, in four stages, supposed to reduce the risk of large-scale violence.
“The right to peaceful protest is a fundamental part of freedom in America, just as the right to public safety is essential for our city to function,” said Mayor Eric Adams, welcoming the “balance” of the agreement on the maintenance of order in the bubbling economic and cultural capital of the United States populated by 8.5 million souls.
