The now suspended New York officer is charged with strangulation and attempted strangulation with aggravating circumstances. The Queens prosecutor says he faces seven years in prison.
The arrest is dated Sunday. A passer-by took pictures of it with his smartphone, but the police themselves have also released the footage from the cameras that the officers are carrying. It shows how three visibly drunk men get into words with the police. When one of the men appears to be taking a can from a garbage can, four officers throw themselves at him. One of the officers then applies a neck clamp to the black man for ten seconds, who then briefly appears to lose consciousness.

The New York Police Department already banned the neck clamp in 1993, but after George Floyd’s death, the New York State Parliament and City Council decided to make the technique a criminal offence.
