A group of Republican legislators opposed the bill, claiming that a large number of landlords have had delays or rent debts from their tenants for months and, therefore, do not have the financial solvency to pay for the repairs. In other cases, the shortage of building material after the pandemic can also delay a repair and the bill does not leave it up to the housing court judge to impose the fine or not depending on the reasons presented by the owner.
