Vehicle drivers will have to pay a maximum of $23 to drive in downtown New York, between 60th Street and lower Manhattan. This measure will make the megalopolis the first city in the United States to introduce congestion pricing.
Congestion charge
The congestion charge is a toll for entering city centers. Also called “urban toll”, this device results in the establishment of a tax on axes where traffic congestion reaches high levels. Its implementation is an incentive for the use of public transport. The expected rate varies from 9 to 23 dollars daily. It could drop to $5 for overnight fares and is in addition to tunnel and bridge tolls.
In New York, the announcement follows the release of a Federal Highway Administration (FHWA) report on environmental assessment. “Congestion pricing is good for the environment, good for public transportation, and good for New York City and the region,” said Janno Lieber, chief executive of the Metropolitan Transportation Authority (MTA). Indeed, it would improve air quality and increase the use of public transport by 1 to 2%, according to the report.
Other European examples
Approved by the New York City Municipality in 2019, President Joe Biden’s administration relaunched the project in October 2021. When congestion pricing will come into effect is not yet clear, but is expected to be tested at the end of 2022. Authorities are still listening to public comments until September 9. New York should join London, Milan or even Stockholm.
