There are plans to relax and tighten existing rules, depending on the country from which the international traveler is traveling and his or her vaccination status.

The door has finally opened for people in countries affected by the travel ban
For the first time in more than a year, foreign nationals who have been vaccinated and who have been in these countries within 14 days of entering the USA will soon be able to enter the country within three days of their trip with a proof of vaccination and a negative Covid-19 test .
Unprotected travelers from other countries will no longer be admitted
The new rules require adult foreigners to provide proof of vaccination and negative Covid-19 test results within three days of their trip.
The door to the United States seems to be closing for unvaccinated travelers from other countries.
Unvaccinated U.S. citizens and permanent residents will continue to be admitted with more stringent testing
Unvaccinated Americans are the exception, but they are subject to “stricter testing requirements,” including testing within a day of leaving their flight to the United States and additional testing on return, Jeff Zents, the White House’s coordinated Covid-19 response, on Monday .
Unvaccinated children are also accepted, with additional tests
White House press secretary Jen Psaki told a briefing Monday that the stricter requirements listed above for Americans who have not been vaccinated “would clearly also apply to children at this point.”
It is unclear whether the same rules would apply to unvaccinated children from other countries.
The CDC defines the meaning of “fully vaccinated”

“Full vaccination,” according to the US Centers for Disease Control and Prevention, includes those who have received vaccines approved for use in the United States in addition to those listed for emergency use by the World Health Organization and may not have such approval in the United States as the AstraZeneca vaccine.
All international air travelers must provide contact tracing information
The upcoming CDC contact tracing mandate will require airlines to “collect comprehensive contact information for each passenger entering the United States and, upon request, promptly provide that information to the CDC for the purpose of tracking travelers exposed to Covid ”.
