New Travel Terms for Travelers, Valid From Today

To suppress positive cases of COVID, the government tightens travel conditions starting today. The Ministry of Transportation has issued a Circular (SE) regarding Instructions for the Implementation of People’s Travel by Transportation both domestically and abroad during the Covid-19 Pandemic Period, which comes into force today 17 July 2022.

This SE of the Ministry of Transportation refers to the SE of the Covid-19 Handling Task Force Number 21 and 22 of 2022 regarding the provisions for travel for domestic and foreign people during the Covid-19 pandemic.

For domestic travel, the Ministry of Transportation issues 4 (four) SEs, namely: SE No. 68 (sea transportation), SE No. 70 (air transportation), SE No. 72 (railway), SE No. 73 (land transportation). Meanwhile, for overseas travel, the Ministry of Transportation issues 3 (three) SEs, namely: SE No. 69 (sea transportation), SE No. 71 (air transportation), and SE No. 74 (land transportation).

In general, what is regulated in the SE, namely, Domestic Travel Actors (PPDN) using air, sea, land transportation modes using private or public vehicles, crossings, and intercity trains from and to regions throughout Indonesia, the following provisions apply:

1) PPDN receiving the third dose (booster) vaccination is not required to show a negative result of the RT-PCR test or rapid antigen test;

2) PPDN receiving the second dose of vaccination is required to show a negative result of the rapid antigen test whose sample was taken within 1 x 24 hours or a negative result of the RT-PCR test whose sample was taken within 3 x 24 hours before departure as a condition of travel and can perform on-site third dose (booster) vaccination upon departure;

3) PPDN receiving the first dose of vaccination must show a negative result of the RT-PCR test whose sample is taken within 3 x 24 hours before departure as a condition of travel;

4) PPDN with special health conditions or comorbid diseases that prevent them from receiving vaccinations are excluded from the vaccination provisions, but must show a negative result of the RT-PCR test whose sample was taken within 3 x 24 hours before departure and must attach a doctor’s certificate from home Government illness stating that the person concerned has not and/or is unable to take part in the Covid-19 vaccination;

5) PPDN aged 6-17 years are required to show a card/certificate of the second dose of vaccine without showing a negative result of the RT-PCR test or rapid antigen test; or

6) PPDNs under the age of 6 are exempt from vaccination provisions and are not required to show negative results from the RT-PCR or rapid antigen test, but must travel with a companion who has complied with the provisions for vaccination and Covid-19 examination and implemented strict health protocols.

This rule is excluded for: specifically for routine trips by land transportation modes using private or public vehicles, and trains in one urban agglomeration area/area, and for pioneering modes of transportation including in border areas, 3T areas (underdeveloped, frontier, outermost), and limited shipping according to the conditions of each area.

Meanwhile, in general what is arranged for foreign travel, including:

· Foreign Travel Actors (PPLN) enter the territory of Indonesia through entry points at:

1. 16 International Airports, namely: Soekarno Hatta Airport (Banten): Juanda Java, East: Ngurah Rai, Bali; Hang Nadim, Riau Islands; Raja Haji Fisabilillah, Riau Islands; Sam Ratulangi, North Sulawesi; Zainuddin Abdul Madjid, West Nusa Tenggara; Kualanamu, North Sumatra; Sultan Hasanuddin, South Sulawesi; Yogyakarta, Special Region of Yogyakarta; Sultan Iskandar Muda, Aceh (only for Hajj program); Minangkabau, West Sumatra (only for Hajj program); Sultan Mahmud Badaruddin II, South Sumatra (only for the Hajj program); Adisumarmo, Central Java (only for Hajj program); Syamsuddin Noor, South Kalimantan (only for Hajj program); and Sultan Aji Muhammad Sulaiman Sepinggan, East Kalimantan (only for the Hajj program).

2. all international seaports in Indonesia, and

3. 8 (eight) State Border Posts (PLBN), namely: Aruk, West Kalimantan; Entikong, West Kalimantan; Motaain, East Nusa Tenggara; Nanga Badau, West Kalimantan; Motamasin, East Nusa Tenggara; Wini, East Nusa Tenggara; Skouw, Papua; and Sota, Papua.
