New taxes.  Deputy Prime Minister Sasin offers freebies to apartment owners

A transaction tax, a quasi-tax on building revenues and a higher rate of property tax: these solutions are proposed by Minister Jacek Sasin. They are meant to help eradicate extreme housing poverty. The new rules will not apply to all owners.

A new special fund will be established at the Ministry of State Heritage to eliminate extreme housing poverty, reports “Dziennik Gazeta Prawna”. Funds for the activities will be raised from three new taxes imposed legal entities with more than five rental apartments. According to reports, the new tax would apply only new transactions.

Minister Sasin’s team intends to introduce three new public taxes, which, according to the hypotheses, are to be charged funds that massively buy rental apartments. According to experts, the share of this type of funds in Poland could reach 20%. and has an impact on rising apartment prices and rents.

The solutions proposed by the team of experts are:

  • transaction tax,
  • quasi-tax on property revenues
  • higher property tax rate.

The new discipline will not apply to individuals.

The new special purpose fund would have at its disposal the amount of PLN 100-150 million per year. The funds obtained from the new withdrawals would support “poor families, living in difficult conditions (lack of heating, hot water, bathrooms, etc.) and those who cannot afford to renovate their houses or apartments ”.

How will the new taxes work? The transaction levy would be similar to that operating in Ireland. The rate is around 10 percent. and at least trades 10 properties within 12 months.

Developers are trying to adjust housing supply to local demand, avoiding price competition in order to maintain margins. According to Katarzyna Unold, CEO of Acciona in Poland, the suspension of projects could have a negative impact on development companies, disrupting their operational and financial liquidity.
