New Tax Filing Methods Introduced for 2024 – Simplified Model 730 Declaration and More!

Tax filing becomes even easier. Already starting from the current 2024 declaration campaign, the presentation of the model 730, announces the Revenue Agency, is further facilitated thanks to the simplified presentation, accessible to employees and pensioners. The declaration forms relating to income taxes, VAT and IRAP have also been streamlined and easier to compile.

These are new developments introduced by Tax compliance decree (Legislative Decree no. 1/2024), which implements some guiding principles of the tax reform, on which today’s circular from the Agency provides the offices with operational instructions. In particular, the examination of the new rationalization and simplification measures regarding tax declarations is divided into four distinct paragraphs, dedicated respectively to the simplifications in favor of natural persons who do not have a VAT number, to those for VAT holders, for withholding agents and regarding the revision of the deadlines for submitting returns.

The transition from the pre-compiled form 730 to the simplified presentation method, explains the Revenue Agency, represents a new opportunity for employees and pensioners, also recipients of similar incomes. From this year, in fact, with the simplified presentation of the pre-compiled tax return, the Agency makes available to the taxpayer, in an analytical way, the information in its possession, which can be confirmed or modified.

They will be available in a specific section of the pre-compiled declaration web application, accessible through the reserved area of ​​the Revenue website. Interested taxpayers, using a guided and simplified path, will be able to confirm or modify the information which, once defined, will be automatically reported in the corresponding fields of the tax return form 730, facilitating the compilation of the pre-compiled return. The technical methods of access to the new interaction system will be defined by a specific provision from the director of the Revenue Agency, after consulting the Guarantor for the protection of personal data.

The possibility of submitting the simplified declaration will be progressively extended to all taxpayers who do not have a VAT number, even to those who do not have employment income, but exclusively capital income. Among other things, starting this year it is possible to report capital income from foreign sources subject to substitute taxation. Again starting from the current year, a further innovation also allows subjects who present the 730 declaration form to now be able to request a possible tax refund directly from the Agency or make the payment of the amount due, even in the presence of a withholding agent required to make the adjustment.

Simplifications are also coming for VAT numbers with more streamlined income, VAT and IRAP declaration models thanks to the progressive elimination of information that is not relevant for the purposes of tax settlement or can be acquired by the Revenue Agency from its own databases, or, in the possession of other administrations. The reduction in information will particularly affect tax credits deriving from incentives for economic operators. In practice, the obligation to indicate in the tax return the tax credits for which use is recognized only through “horizontal compensation” aimed at paying off debts is progressively eliminated. For those for whom the obligation to indicate in the annual declarations remains, it is established, however, that failure to report the information relating to them in the declaration forms does not lead to the forfeiture of the benefit, provided that the tax credits are due. This provision does not apply to tax credits classified as state aid or de minimis aid. The pre-compiled tax return has also been extended to self-employed workers and entrepreneurs, albeit in an experimental phase.
