New Social Pension System for Elderly Ukrainians: Who Qualifies and How Much Assistance to Expect in 2023

Citizens of Ukraine who have reached retirement age can receive temporary assistance – a social pension. We explain to whom this assistance is available and what its extent is. About it writes publication “On Retirement”.

Who is entitled to a social pension?

Since the beginning of 2023, changes have arisen in the conditions of retirement for citizens of Ukraine. Now, to reach the retirement age of 60 years, a minimum of 30 years of insurance experience is required.

  • People who have not achieved this number of years by the time they reach age 60 can retire at age 63 with at least 20 years of service.
  • Citizens who have reached the age of 65 will be able to receive a pension if their work experience is from 15 to 20 years.
  • Those with less than 15 years of service by age 65 will have access to state social assistance rather than a full pension.

The required insurance period for retirement at 60 years of age will increase until 2028. Thus, by 2028, the service requirement will increase to at least 35 years to receive a pension of 60 years.

What is the size of the social pension 2023

In 2023, the amount of social assistance will be determined as the difference between the subsistence level for disabled persons (currently 2,093 hryvnia) and the average monthly family income per person for the previous six months, not exceeding 100% of the subsistence level for able-bodied persons (currently equal to 2,684 hryvnia). The amount of social assistance will be recalculated every six months depending on changes in income.

Who is not provided with social assistance?

However, not all persons who have not received a pension due to insufficient length of service can qualify for temporary assistance. For example, if a family’s income exceeds 100% of the subsistence level for one person for six months, or if a person receives other payments, works or has another source of income, then he may be denied social assistance.

Also, a refusal may occur if there are additional sources of income not indicated in the income statement, additional housing, or more than one car per family member.

If there is a disabled person in the family, the commission may consider providing assistance to pensioners, despite these restrictions. The decision will be made after checking the living conditions of the applicant.

What documents are needed to receive social assistance?

To receive temporary government assistance, you must contact the social security authorities at your place of registration or actual residence. The following documents will be required:

  • statement,
  • passport,
  • TIN,
  • certificate of experience,
  • declaration of income and property for the last six months.

You will also need a copy of the decision to appoint a guardian if the person is declared incompetent.
