The Regional Inspectorate for the Environment and Waters-Sofia has received a notification about an investment proposal, with which the RISW is asked to assess whether it is necessary to go through an environmental impact assessment procedure. The project envisages the construction of a new residential complex with high-rise buildings on the site of the former Vitosha textile factory and the plot below it on Cherni Vrah Blvd. (30.2 decares), as well as in a small neighboring plot (0.5 decares). blocks. In addition to housing, it will also have offices, retail outlets, underground parking lots and a substation. The total number of apartments will be 547, of which 219 will be one-bedroom, 254 two-bedroom, 62 three-bedroom, and 12 will be luxury three-bedroom and penthouses, it is clear from the documents. The total built-up area of the above-ground development will be 107,000 sq. m, and the underground – 62,000 sq. m. The request was submitted by the construction company “Artstroy 1 Investment” EOOD, which has sites in Sofia and Varna. On July 11, RISV replied that a procedure was determined for assessing the need to carry out an EIA.
The project envisages that the two existing buildings of the “Vitosha” plant will be preserved and continue to exist as office buildings. “Vitosha Factory” was designed in the late 1960s, and the construction was completed in 1973. The existing buildings tentatively consist of two tall buildings – the Wool Building from the north and the Cotton Building from the south, which are united of different bodies on 2 floors. The building of the woolen building is 5 floors and the building of the cotton building is 6 floors. The structure is in good technical condition,” explained the construction company.
The low connecting buildings between the two existing buildings will be removed, the investment proposal envisages. “In their place, as well as on the rest of the property, several new sections will be built, connected to each other in one common building structure. Underground parking on 3 levels is planned under the new building. A city park space will be organized in the middle of the property with open access also for citizens who do not live in the complex”, it is also written in the explanations.
“Artstroy 1 Investment” wants to erect four more buildings on the plot of the former factory and in the adjoining smaller one. Each of them will have a cornice height of 50 m and a ridge height of 54.5 m, which means over 15 floors. The one new building will appear in the eastern part of the property and will have mainly residential functions – residences and commercial establishments. It will be stepped and will complement the existing development, forming the inner courtyard of the complex, the documentation says.
The second new building will be in the southern part and will have a mixed function – housing, offices and commerce. It will consist of three bodies also with a maximum cornice height of 50 m for each of them. The buildings will have a common ground floor with a non-residential function and a maximum cornice height of 6 m. “A two-story development with a “breakthrough” on the ground floor is also planned, which will connect the new building with the existing development on the property,” the company explains.
The third new building will have the same maximum height and mixed function. It will rise in the western part of the property, along the local parking lot on “Cherni vrah” Blvd. The last building will be non-residential – offices and trade – and will be in the north. In addition to a high part, it will also have a one-story building with maximum cornice height 8 m.
Although the residents of Sofia are often dissatisfied and even protest against the incessant densification of their neighborhoods with new cooperatives and office buildings, the developers claim that the already built complexes can accommodate more blocks, and the Sofia Municipality most often supports this with permits for construction. Recently, the National Association of Building Contractors estimated that the panel complexes have the greatest potential for further construction, since during the time of socialism they were built with large empty spaces in them. The territories of former industrial zones, or the so-called research and production zones (refineries).
