The report states that “pervasive errors” were made and points out, among other things, the following:
- The police waited far too long to confront the perpetrator.
- They failed to establish a command post.
- The communication with the next of kin was inaccurate.
- Failing training, communication and management, as well as technology problems contributed to the mass shooting taking longer than necessary.

Attorney General Merrick Garland issued an unreserved apology during a press conference on Thursday, January 18:
“I told the families gathered yesterday what I hope is abundantly clear from the hundreds of pages and thousands of details in this report: Your loved ones deserved better,” Garland said.
The authorities have already been heavily criticized for their handling of the tragedy.

According to AP, the new report emphasizes how the police mistakenly assumed that the mass shooter had barricaded himself, was arrested or dead – even though he continued to shoot.
The police waited for nearly an hour before taking active action against the mass shooter, local high school student Salvador Ramos. The 18-year-old was eventually killed by a patrol led by border police, 77 minutes after local police first arrived at the school.

Velma Lisa Duran (52) is the sister of one of the teachers who was shot dead. Duran tells AP that she is grateful for the Department of Justice’s work.
But what she really wants is for government officials to be held accountable in a courtroom:
– A report does not matter when there are no consequences for actions that are so vile, murderous and evil, says Duran to AP.
– What are we going to do with a new report?
