In the receipts, you can observe two new columns – “Inflationary component of debt” and “3% per annum”.
Deputy Chairman of the Kyiv City State Administration Petr Panteleev said that the capital’s utilities began to charge residents of the capital who have debts for heating and hot water additional payments. The reason for this is the rapidly growing volume of debt.
The deputy chairman of the Kyiv City State Administration noted that in the capital there are people who own luxurious apartments and conditions, but specifically unwilling to pay for “communal”.
“Rather tough measures will be taken towards such. And we are forced to do this. Therefore, the inflation rate in payments is set in order to stimulate normal payment discipline,” said the deputy chairman of the Kyiv City State Administration.
Is it possible not to pay?
Svyatoslav Pavlyuk, Executive Director of the Energy Efficient Cities of Ukraine Association, said that inflationary payments cannot be obligatory, because there is no legal basis for this. That is, it turns out that you are not obliged to pay in these columns.
Pavlyuk noted that there were precedents when people who had no debt were charged with strange amounts.
“An inflationary payment cannot be unambiguously obligatory, because there is no legal basis for this. Besides, it, like 3% per annum, is not fines. It was in Kievteploenergo that they decided to collect additional funds from consumers in this way,” said Oleg Popenko.
