“New Penal Code cannot be repealed, but it can be reformed,” says Mario Pérez, vice president of the CN

The vice president of National Congress (CN), Mario Perez said this Friday that the new Penal Code which has already entered into force cannot be repealed, but reforms can be made.

Pérez, indicated that the CN is open to work with the initiatives sent by the Executive Power and the new ones that could be sent on different topics related to the Current Penal Code.

“We must be preparing the entire package of reforms, have them ready and at the time when the emergency situation no longer exists, they would be discussed and approved quickly,” he said.

Likewise, the nationalist deputy commented that the previous initiatives that have been received are working, but the opinion of the Supreme Court of Justice (CSJ), since without it the Constitution does not allow to discuss reforms or repeals of a code.

According to Pérez, once all the legal requirements have been met, the Legislative Branch is ready to carry out any process of reform of the Penal Code or other security law.

“It is impossible to repeal the Penal Code in this same Legislature, the National Congress has already made a decision on repeal, which was the citizen initiative presented by various organizations,” he added.

In the same way, the deputy commented that in the same Legislature a project cannot be discussed twice, so it must be carried out until next year.
