Regarding the nomination rules announced at the first meeting of the People Power Party Nomination Management Committee, active lawmakers predicted that innovation or a sharp wind would blow in the Yeongnam region, and that nominations would be conducted centered on public opinion polls in the metropolitan area.

After holding the first meeting at the central party headquarters in Yeouido, Seoul on the afternoon of the 16th, Chung Young-hwan, chairman of the People Power Party’s official committee, said in a briefing that, for active members, 30% of the results of the party audit, 40% of the results of the cut-off survey hosted by the diplomatic committee, 20% of the contribution, and 10% of the interview. It was announced that a generational change will be carried out to reflect the percentage.

To this end, it was decided to divide the region into four regions, exclude the bottom 10% from nominations (cutoff), and adjust the score by 20% for the bottom 10 to 30%. If a member of the National Assembly who has served three or more terms runs for the same constituency, the number is reduced by 15%.

Chairman Jeong explained, “If you are an active member of the National Assembly and have been in office for three or more terms, the duplicate lump sum will be applied.” For lawmakers serving three or more terms, up to 35% may be reduced during the primary process.

The primary reflects 20% of party members and 80% of general public opinion polls in the metropolitan area excluding the three Gangnam districts of Seoul (Gangnam, Seocho, and Songpa) and Gwangju, Jeonbuk, Jeonnam, Daejeon, Sejong, North Chungcheong, South Chungcheong, and Jeju. On the other hand, Seoul’s Gangnam 3 districts, Gangwon, Busan, Ulsan, Gyeongnam, Daegu, and Gyeongbuk decided to apply 50% party members and 50% general opinion polls.

Many lawmakers in the Yeongnam region reacted cautiously to the rules of this primary, avoiding contact with reporters. In a phone call with News 1 immediately after the announcement, a first-term member of the National Assembly evaluated the Nomination Committee briefing as ‘a harsh wind in Gyeongsang Province and a public opinion poll in the metropolitan area’ and said, “It looks like an innovation in form, but in reality, it is a bitter wind.”

Regarding the deduction of points for three or more terms, a Yeongnam multi-term lawmaker said, “Even if you can’t give additional points (advantage), it’s not a good idea to give points (penalty),” and “It’s usually not easy to run for three consecutive terms in one region.”

Another member of the Yeongnam area said, “If points are deducted (for multiple elections), it will be your choice (in the end),” and “Even if you receive a point deduction, you can run there, and (for fear of a point deduction), you will be able to run in the metropolitan area.” did. He also added that in the case of a congressman who actually passed the primary despite suffering a point deduction, “It should be seen that the residents (really) want that person.”

It was believed that the primaries in the metropolitan area were likely to actually be conducted through public opinion polls. However, there were concerns that the high proportion of public opinion polls would be disadvantageous to existing party council chairmen and that the sample (sampling) of the public opinion polls needed to be accurate.

A multi-elected lawmaker from the metropolitan area said, “80% is almost a public opinion poll,” and predicted, “I think it will have the effect of sparking citizens’ interest and creating attraction for our party.”

A first-term lawmaker from the metropolitan area also evaluated the primary in the metropolitan area as effectively an ‘opinion poll.’ He judged, “If the ratio of party members is high, there is a high possibility that the existing party chairman will be selected, but it does not seem to be advantageous for the current party chairman in the metropolitan area.”

Another lawmaker said, “80% will be influenced by public opinion,” and added, “I think there will be a problem with who entrusts the sampling to public opinion polls in the metropolitan area.”
