The management of water and energy and the search for environmental health constitute some of the main strategic lines of the new Plan of Environmental Management of the Carlos III Health Institute, which covers the period 2021-2024. The program has been influenced by the coronavirus pandemic, which has brought about a major change in staff relationships. In this sense, the ISCIII has pointed out this Monday that aspects such as teleworking or security protocols to avoid contagions and other factors linked to crisis management “represent, in addition to a challenge, an opportunity to modify behaviors and improve environmental behavior ”Of the organization.
The ISCIII plan includes 12 lines of action. The first one refers to the efficient and sustainable water management to “move towards a more efficient, rational and controlled use of water consumption, reducing its demand and, therefore, its cost”. In addition, it is intended to minimize effluents and the polluting load of the discharges is one of the main objectives.
On the other hand, a more efficient energy management with the aim of reducing the carbon footprint and promoting the self-production of renewable energy and the use of less polluting ones; as well as initiatives that improve the “Sound comfort in different spaces and environments” from high school. Along these lines, 4 environmental health measures are incorporated aimed at guaranteeing compliance with the regulatory requirements on prevention and control of air quality and sound comfort within ISCIII buildings, among other issues. On the other hand, there will be continuity in the management of the resident feline colonies on both campuses.
Public transport incentive
Regarding mobility and sustainable transport, the ISCIII intends to improve the commitment to more sustainable home-work travel. Among the proposals, the rationalization of the use of private vehicles, the incentive for the use of public transport, vehicles with low emissions and non-motorized displacement, among other possibilities.
Another strategy refers to teleworking and sustainability. This issue has a significant environmental impact due to the reduction in resource consumption and emissions that it implies. In addition, there is a section for the management of green heritage, focused on managing trees and green heritage with criteria of sustainability, aesthetic quality and culture, low water consumption and adaptation to climate change.
Regarding the ecological acquisition of goods and services, the plan includes measures to comply with the determinations established in the Ecological Public Procurement Plan of the General State Administration, on acquisition of goods and services by the ISCIII.
Finally, the ISCIII plan establishes an environmental communication and training strategy for sensitize and educate employees on environmental matters; and another of structural and documentary organization for environmental control.
Specialized environmental management unit
The plan also indicates that, “given the size, transversality and complexity required by the environmental management of an Institution in constant evolution such as the ISCIII,” it would be advisable to have a internal unit specialized in the matter”. The development of standardized procedures and technical instructions to guarantee a global application of the Plan requires specialized personnel focused on this matter, beyond the involvement and environmental commitment of all personnel.
