From August 24, 2021 up to and including September 21, 2021, a new state corona ordinance applies in Thuringia. In addition to the seven-day incidence, the situation in the Thuringian hospitals will determine further local restrictions in the future.
Heike Werner, Thuringian Minister for Labor, Social Affairs, Health, Women and Family, and Helmut Holter, Thuringian Minister for Education, Youth and Sport, signed the second ordinance amending the Thuringian SARS-CoV-2 Infection Protection Ordinance in Erfurt today . With the new regulation, a new early warning system will be established in Thuringia. If the number of cases increases locally, in addition to the lead indicator seven-day incidence, the local hospitalization incidence and the Thuringian-wide utilization of the intensive care units will decide when additional containment measures need to be taken.
The basis of the infection protection measures to be taken is still the Thuringian containment decree. This has been adjusted accordingly and will apply from the entry into force of the ordinance.
The ordinance comes into force on Tuesday, August 24th, 2021 and applies up to and including Tuesday, September 21st, 2021. Exceptions to this are the regulations on the federal election. These are valid until September 26, 2021.
Health Minister Heike Werner explains: “With the new regulation, we will continue the change in strategy that we have started in Thuringia: We will continue to focus primarily on preventive protective measures such as tests, compulsory masks and infection protection concepts. With the introduction of the new early warning system, we will in future take into account not only the seven-day incidence, but also the local hospitalization numbers and intensive care bed capacity as indicators for increasing numbers of infections. This step is important because at this point we can no longer look at case numbers alone. In Thuringia, over 54 percent of the population are now fully vaccinated. The vaccinations reduce the proportion of those infected who become seriously ill or even have to be treated in hospital. We are therefore in a different situation than last autumn. To get through the fourth wave safely, however, we must continue to be mindful and show solidarity. Therefore, please use the vaccination offer and continue to adhere to the applicable hygiene rules. This is the only way we can keep the curve flat together. “

The headline indicator continues to be the local seven-day incidence in the counties / urban districts. New additional indicators are the protective value (local seven-day hospitalization incidence) and the exposure value (Thuringia-wide ITS utilization).
If the headline indicator and at least one of the two additional indicators exceed one of the threshold values on three consecutive days, local containment measures must be taken in the rural district or urban district. The measures for the individual warning levels are set out in the Thuringian Corona Containment Decree.
The threshold values can be found in the diagram in the appendix. All values and the resulting warning levels for all 22 districts / urban districts will be updated daily from August 24th under www.tmasgff.de/fruehwarnsystem released.
Compulsory test for face-to-face operation at universities
Participation in university events is only permitted for people who present a negative test result for the presence of an infection with the SARS-CoV coronavirus. Fully vaccinated and convalescents are excluded from this.
Implementation of the Bundestag election
There should only be as many voters in the voting room at the same time as there are voting booths. Wearing a qualified face mask is compulsory for everyone aged 16 and over. An exception for health reasons must be made credible (usually with a doctor’s certificate).
