New Dpcm 4 December draft: travel and dinner. The prohibitions and what can be done at Christmas

Rome, 3 December 2020 – It is the decisive day for the new Dpcm which will establish the rules to face the second wave of Coronavirus during the next holidays of Christmas. Last night the cabinet has approved a decree law which establishes the framework of the measures and the dates. The Christmas restrictions will come into effect on December 21st and will be effective until January 6th. By today, Prime Minister Conte will instead sign the new Dpcm which will come into force at midnight, replacing the one that expires today, and will contain all the rules in detail. If a draft sent to the Regions is sent, the Dpcm will remain in force until January 15th. Today confrontation between the Regions and in the early afternoon the decisive one State-Regions Conference. Let’s see what is known so far: the implementation of the provision seems safe, there is still discussion on exceptions.

It is the most important chapter. Yesterday’s Decree has already established that it will be from 21 December to 6 January it is forbidden to move among the regions, even those in the yellow zone. Considering that by that date practically all of Italy will be in the yellow zone, in fact any extra-regional travel will be prohibited. But there is more: 25 and 26 December and New Year’s Day we will not even be able to move outside our own Common. You can only move for reasons of work, health or urgency with the aucertification. However, it will always be possible to return to one’s residence, domicile or home. It will not be possible to reach the second house if it is in a different region (yes if it is in the same yellow region instead).

From 4th to 20th December it will instead be possible to move between the yellow regions: so for example on December 19th we will be able to reach the second one in a different region (always yellow) and then we can return home even after December 21st. Whether it will be possible to go to a home remains to be seen single parent. For those in the orange or red zone it is always possible to go home from 4th December to 6th January. Moreover, the draft does not seem to provide for any derogation. We will see the final text.

Curfew

Confirmed on curfew from 10pm to 6am from 4th December to 6th January. There are no exceptions for Christmas Eve, New Year’s Eve and Epiphany Day (January 6). Indeed according to the draft sent to the Regions for New Year’s curfew strengthened from 10pm to 7am of the morning. It remains the prohibition of gathering and the obligation of the mask outdoors. The mayors may decide to close some streets or squares at risk of gathering.

Christmas parties and dinners

Holidays on the snow

Confirmed on prohibition of opening ski resorts and ski slopes. They remain hotels open instead in mountain resorts but with all the obligations and prohibitions valid on the national territory. Each European country goes in no particular order. A concertation is impossible. The draft also provides that it will be possible to return to skiing from 7 January.
