New Developments in Investigation into Disappearance of Delphine Jubillar: Testimonies and Hypotheses

DECRYPTION – While the investigations were relaunched on February 8 after a request for additional information, the investigating judges now have until April 4 to carry out new investigative actions.

This February 8, the investigating chamber of the Toulouse Court of Appeal ordered additional information in the investigation into the disappearance of Delphine Jubillar. This mother from Cagnac-les-Mines disappeared into Tarn three years ago. Her husband, Cédric Jubillar, was indicted in June 2021 for “murder of a spouse”. At the request of Cédric Jubillar’s lawyers, the investigating magistrates should hear a clairvoyant who claims to know very specific elements concerning the fate which was reserved for the mother. Currently detained in Lannemezan prison, in the Hautes-Pyrénées, Salem K. is serving a 10-year prison sentence for “attempted murder”.

On November 22, 2023, during a telephone conversation with his mother recorded by the prison administration, he discussed the Jubillar affair. He knows the main suspect well: like Cédric Jubillar, he had previously been placed in solitary confinement in the Seysses remand center, in Haute-Garonne.

During this exchange with his mother, Salem K. assures that, while he was chatting with Cédric Jubillar through the window of his cell, the husband of the missing woman would have mentioned three first names. However, these are all worn by relatives of Cédric Jubillar: Matthieu G., Sofiane E. and Sébastien A.

The first is a childhood friend of Cédric Jubillar. Together, they sometimes indulged in DIY, repairing cars. “I have nothing to reproach myself for and I don’t really see what my first name has to do with this story (…) If I have to be heard again, I will be without any problem, I have nothing to hide and I am serene“, declared the person concerned to The Dispatch .

The second is a teenager with whom Cédric Jubillar smoked cannabis. A few days before the disappearance of Delphine Jubillar, he had heard the plaster painter uttering threats towards his wife. And he would not be the only one to have witnessed it: during a telephone conversation in front of his mother, just a few weeks before the disappearance of his wife Delphine, Cédric Jubillar, according to our information, declared: “She annoys me, I’m going to kill her and no one will find her.”.

The third is a parent of a student. Sébastien A. had met the Jubillar couple when, like them, he was going to pick up his son after school. A year after the events, in December 2021, while another co-inmate of Cédric Jubillar, a certain Marco, claims that the body of the nurse would have been moved aboard a white vehicle, Sébastien A. is worried: he in fact owns a white Peugeot 306. A further investigation is then opened for “concealment of a corpse”. But analysis of the vehicle revealed no DNA trace of Delphine Jubillar. After being questioned, Sébastien A. is finally exonerated. The procedure ended in a dismissal.

All have already been interviewed freely by the investigators and should therefore not be heard again (if it is indeed these people). On the other hand, Salem K.’s mother could also be heard. Concerning Salem K., his hearing should make it possible to know not only why he mentioned these three first names, but also to know if he has information concerning the disappearance of Delphine Jubillar.

  • A neighbor convinced that Delphine Jubillar is under a concrete slab

According to this witness who could be heard by the courts, the disappearance of the nurse is linked to the disappearance of an excavator. Last December, a gendarme collected the testimony of an individual who claimed to have “revelations to make», on the disappearance of the young Tarn girl. In a letter sent by the soldier to the Toulouse public prosecutor’s office, this anonymous person states that the corpse of Delphine Jubillar would have been hidden under a concrete slab, in a house located around thirty kilometers from the Jubillar home, which was under construction in time of the facts.

A hypothesis that this neighbor supports by affirming that an excavator from the construction site mysteriously disappeared at the time of the events. The building, based on this testimony, could likely be subject to excavation. And, according to our colleagues at The Dispatch , a relative of this witness should also be heard. Which would ultimately bring the number of new witnesses questioned by the courts to five.
