“New Decree Allows PTZ-m for Electric Retrofits and Increases Maximum Eligible Cost”

And decree, published on May 3, modifies the terms of the trial of the zero-rate mobility loan (PTZ-m) to finance the acquisition of a low-polluting vehicle – fixed by decree n ° 2022-615 of April 22, 2022 – in order to specify its implementation in the case of an electrical retrofit operation. It follows the launch at the end of April by the government of a “national action plan in favor of retrofitting”, this device which consists of transforming thermal vehicles into electric vehicles with battery, hydrogen fuel or rechargeable hybrid vehicles (see our article of April 26, 2023). However, it was the finance law for 2023 (art. 65) that extended the scope of the PTZ-m, provided for by the Climate and Resilience law, to the transformation of vehicles with internal combustion engines into vehicles with electric engines at battery or fuel cell meeting the same weight criterion (electric retrofit).

This concerns natural persons (subject to means testing) or legal entities (companies employing less than ten employees and whose turnover or balance sheet total does not exceed 2 million euros), domiciled or exercising their professional activity. in or near Low Mobility Emission Zones (ZFE-m). “In line with recent developments in other aid for the purchase or rental of low-polluting vehicles (ecological bonus and conversion bonus in particular)”, underlines the notice, the decree also increases to 47,000 euros (compared to 45,000 euros currently) the maximum acquisition cost of passenger cars eligible for the PTZ-m and aligns the value of the reference tax income per share involved in the assessment of the eligibility of natural persons for the scheme (14,089 euros against 14,000 euros previously) on that of the threshold conditioning the increase in the ecological bonus for new passenger cars and vans.

The amount of the loan must not exceed the cost of converting the vehicle, all taxes included, after deduction of aid granted by the State and local authorities, where applicable, or 30,000 euros (the lower of these two amounts). The total duration of the reimbursement cannot be greater than 84 months in the event of purchase or conversion of the vehicle (nor be greater than the shorter of the following two durations: 84 months or the duration of the rental contract in the latter case).
