New Council of Europe Commissioner for Human Rights Elected: Michael O’Flaherty from Ireland

At its meeting on January 24, the Parliamentary Assembly of the Council of Europe elected the representative of Ireland, the head of the EU Agency for Fundamental Rights, Michael O’Flaherty, as the new Commissioner for Human Rights.

O’Flaherty received the support of 104 PACE delegates out of 211 who took part in the vote. He will replace Dunja Mijatović as Council of Europe Commissioner for Human Rights, whose six-year mandate expires on April 1.

The other two candidates for the position were Austrian human rights activist Manfred Nowak and Bulgarian politician and official Meglena Kuneva.

Michael O’Flaherty has headed the European Union Agency for Fundamental Rights, the EU’s advisory body on human rights, since September 2015. Before that he worked for the UN and the Northern Ireland Human Rights Commission.

The Council of Europe Commissioner for Human Rights promotes awareness of human rights, dialogue between states, society and non-governmental organizations on this issue, and prepares reports and recommendations to improve the human rights situation.

Former Commissioner Dunja Mijatović several times been to Ukraine after the full-scale Russian invasion and called create a mechanism for the return of Ukrainian children abducted by Russia.
