A new corona regulation will come into force in Lower Saxony on Wednesday. According to the draft, the 3G rule agreed by the federal and state governments plays an important role in this. What will this change?
The so-called 3G rule means that if there is a certain infection rate in a district or an urban district, only those who have been vaccinated, recovered or tested have access to certain facilities, events or services. According to the draft of the regulation, access restrictions to various indoor spaces are planned – for example in restaurants, hotels, gyms and hairdressers. The 3G rule should also apply if more than 25 people meet.
Control by operator and organizer
In addition, according to the draft, only those who have been vaccinated, recovered or tested should be allowed access to larger events with more than 1,000 people – regardless of the infection rate. The same should therefore also apply to discos. Anyone who enters one of the restricted areas must then provide evidence of vaccination, recovery or a negative corona test. According to the draft, the operators or organizers should control this.

New parameters: incidence, hospitalization, intensive care beds
According to the draft of the new regulation, the 3G rule should apply if at least the first of the three new warning levels is declared or the seven-day incidence is over 50. Which warning level applies in a district or a city should depend on the three parameters seven-day incidence, hospitalization and intensive care beds. Hospitalization means the nationwide number of Covid-19 patients treated in hospital per 100,000 inhabitants in the past seven days. The intensive care beds indicator is determined according to the percentage of intensive care beds occupied by Covid 19 patients, measured against the total intensive care bed capacity.
When does a new warning level apply?
If two of the three indicators exceed the threshold values newly defined in the ordinance on five consecutive days, the corresponding warning level should apply in the respective district or urban district from the day after the next. This is how it emerges from the draft, which is currently still in the final vote. On Tuesday from 1 p.m., the state government wants to present the new regulation to the public as part of the weekly Corona press conference. Prime Minister Stephan Weil (SPD) has announced that he will be there. The new regulation is due to come into force on Wednesday.
