Housing constitutes the basis of the family heritage and is the center of coexistence and social development. Therefore, due to the importance it has for citizens, Ayuso’s housing plan occupies an important part of its program.
The re-elected Madrid president includes in it the commitments of the 2019 campaign, highlighting those that have been made and those that are still in progress.
Plan “Live Madrid”
In terms of housing, the most advanced is the Plan “Live Madrid”, with which it is intended promote the construction of up to 25,000 homes on public land, “at no cost to the region”, in order to achieve lower rental prices, through concessions in public-private collaboration.
This plan facilitates access to housing for preferred groups, such as young people under 35, over 65, disabled or women victims of gender violence, all of them under rental conditions lower than those of the free market, up to 40%, and with prices assessed by the regional Administration.
Direct aid
The Madrid Government will launch direct aid that will allow young people their previous savings for the purchase of a home or that will facilitate non-payment insurance.
Youth aid program
With this plan, the living units whose tenants have less than 35 years at the time of application they may qualify for a 40% grant of the amount of the annual rent that they pay for the house. And the 50% of the rent if the beneficiaries are over 65 or under 35.
In addition, when the maximum income exceeds 600 euros and reaches 900 per month, the aid will be up to 30% monthly in the section between 601 and 900 euros.
First Home Program
The ‘popular’ announced a few months ago the launch of the program First Home, where the Madrid Executive is going to allocate 12 million euros to endorse, at least, 5,000 mortgages for young people from Madrid up to 35 years of age who take the step of buying their first home, present financial solvency, but lack sufficient prior savings to access a mortgage loan.
Expansion of the Young Rent Plan
On the other hand, Ayuso has already started Young Rent Plan, an extension of the Rent Plan that since its launch in 2008 has formalized about 100,000 rental contracts Thanks to its security conditions, it has benefited more than 150,000 people from Madrid.
This new plan allows landlords to subscribe rental contracts with children under 35 years of age benefit for two years, instead of one as up to now, of a non-payment of rent insurance, in addition to having legal assistance, through the Intermediation Program of the Rent Plan, with all the guarantees that it entails.
Rental aid for covid-19
The Madrid government approved an order that will grant aid for contribute to minimizing the economic and social impact of covid-19 in the rents of habitual residence, a program that aims to grant rental assistance, through direct award, to tenants of habitual residence who, as a consequence of the economic and social impact of the pandemic, temporary problems to attend to the partial or total payment of the rent.
Specifically, the program includes in its object the granting of aid to face the return of transitory financing aids contained in article 9 of Royal Decree-Law 11/2020.
The amount of the aid is the 100% of the monthly amount of the rent with a maximum of 900 euros per month, without including the rest of the economic obligations assumed in the contract, for example, community expenses, service expenses, supplies, fees and taxes.
Help emancipation
Ayuso will promote the initiative of young people and, to help them emancipate themselves and start their lives, the people of Madrid Up to age 30, 25% of the mortgage interest may be deducted from the full income tax installment to acquire your habitual residence, up to a maximum of € 1,000 per year.
Rehabilitation
Rehabilitation is another of the basic pillars of Ayuso’s housing policy. At the moment, the Community of Madrid has underway the rehabilitation of about 10,422 homes in 27 Areas of Regeneration and Urban and Rural Renewal (ARRUR) in 58 municipalities, with an investment close to the 154.4 million euros between the different administrations and private contributions.
Social Housing Agency
In addition, the Social Housing Agency has launched the construction of almost 1,400 properties in different promotions, of which 1,323 are in municipalities with more than 50,000 inhabitants and 197 are located in localities affected by rural depopulation.
The construction of these houses complies with one of the commitments made in the 100 measures of the Strategy for the Revitalization of rural Municipalities of the Community of Madrid, as a pole of attraction for new residents and turn them into more attractive spaces to live in.
Soil law
The popular ones approved last year a modification of the land law that introduces as the main novelty the substitution of planning licenses for responsible declarations in minor works.
Thus, a responsible declaration will suffice to carry out construction works of a new plant “of little constructive entity and technical simplicity“, the extensions or reforms”that do not produce essential variation“in the property, or for the first occupation.
