Amendments to the Road Traffic Law – also known as the deregulation package – taking into account a number of facilitations for drivers come into force successively. Now it’s the turn of the registration of a new car, moped or trailer by a showroom authorized by the manufacturer. From June 4, the buyer no longer has to run to the office with the documents, because the dealer will register the new vehicle online.
– Only showrooms can be registered on behalf of the buyer sales vehicles – explains Paweł Tuzinek, legal advisor of the Association of Car Dealers. – According to the Act, such showrooms are natural persons, legal persons, organizational units without legal personality, selling motor vehicles, trailers or mopeds, but only selling at premises in the territory of the Republic of Poland and authorized by the vehicle manufacturer. Dealerships operated directly by vehicle manufacturers or importers will also be able to register new vehicles He explained.
Car registration – without going to the communication department
As the Automotive Market Lawyers Association points out, today you can also register online via the government website gov.pl. However, this one process it was organized breakneckly – the client must issue a power of attorney for the salon employee, and in addition, the employee or client must finally go to the office to collect documents and boards and show the original documents. The most important novelty is the ability to send documentation and plates by post to the dealer or driver.
The change only applies to showrooms and new vehicles (cars, trailers, mopeds). In the case of showrooms offering cars in leasing and buying a used car – registration at the office is still necessary.

Car registration at a dealer – what does it look like?
A signature is enough on the authorization to submit an application for registration – not only a handwritten signature, but also a qualified electronic signature or a trusted signature counts. The application itself will be submitted by the showroom via an electronic form.
The application includes: name and surname (name or company) of the owner, residence address and address to which the decision on temporary vehicle registration is to be delivered, temporary permit and legalized registration plates, PESEL or REGON (in the case of a foreigner who does not have a PESEL number, also its date birth). The dealer will also need to specify the type of vehicle and its intended use, make, type, model, year of manufacture, VIN identification number, or the vehicle’s chassis, chassis or frame number. The regulations also require information on how the vehicle owner receives the decision to register the vehicle and the registration certificate. The buyer will be able to pick up documents at the communication department or at its expense will be delivered by post.
The application will be attached in electronic form with the original or copies of the authorization, proof of sale of the vehicle, confirmation of payment of the required fee for issuing a temporary permit, registration plates, a set of verification marks and registration certificate, and confirmation of the required registration fee and stamp duty for the power of attorney granted. The vehicle owner will bear the fees.
Car dealer registration at a glance
When buying a new car, it is enough to authorize the showroom or its representative to submit an application for vehicle registration and to collect from the County Office a decision on temporary vehicle registration along with a “soft proof” and legalized registration plates. Importantly, the dealer will only be able to register a new car bought in this particular showroom in this way.
The showroom employee will take care of the registration procedure from start to finish. The application for registration can be submitted online, via an electronic form. In addition to the attached authorization, it should include:
- documents confirming the purchase of the vehicle,
- proof of payment of the fee for issuing a temporary permit and the registration fee,
- a copy of the vehicle card,
- information on the vehicle owner – name and surname, PESEL number, date and place of birth,
- vehicle identification data – including VIN number, chassis number, chassis number or vehicle frame number,
- vehicle technical data – type, brand, model, etc.,
- address of the showroom.

This is not the end, as the government administration assures, work is underway on further changes related to faster vehicle registration.
– We strive to ensure that every vehicle – including the second-hand one – can be registered online, directly by the owner – said Minister Marek Zagórski, secretary of state for digitization in the Chancellery of the Prime Minister. – For this to happen, digital archiving of documents related to registration is necessary.
