A comparison of the asking rents of existing and new apartments (3 rooms, 80 square meters, 2nd floor) in the 14 largest German cities shows:
- Highest surcharge: In Frankfurt, a new apartment costs 280 euros more rent per month
- High additional costs also in Munich (+270 euros), Berlin (+260 euros) and Hamburg (+250 euros)
- The surcharges for new buildings are lowest in Dortmund (+160 euros) and Düsseldorf (+170 euros).
Anyone who decides to buy a new apartment has a modern place to live, but usually pays more rent than for an existing property. However, there are big differences between the individual cities when it comes to the amount of the surcharge. Tenants in Frankfurt pay the highest additional costs for an exemplary new apartment with 3 rooms and 80 square meters. There, the asking rent for a new apartment is currently 1,330 euros, while a comparable existing apartment costs 1,050 euros – a difference of 280 euros. In other large cities, on the other hand, the additional costs for new apartments are sometimes significantly lower. This is shown by an analysis by immowelt, in which the prices for new rentals of existing and new apartments (built in 2019 and later) were compared in the second quarter of 2022.
High surcharges in metropolises
In addition to Frankfurt, the cost differences between the two apartment classes are greatest in Munich. Tenants in the Isar metropolis pay 1,610 euros a month for a new apartment with 80 square meters. A comparable existing apartment, on the other hand, costs 1,340 euros, which results in a price difference of 270 euros. In other metropolises, too, those looking for an apartment must reckon with significant additional costs. The monthly rent for a new apartment in Hamburg is 250 euros higher than for an existing apartment. In Berlin, the difference is even 260 euros – this is the third-highest surcharge of all the cities examined. If you look at the percentage difference in rents between existing and new apartments, Berlin even comes second at 33 percent. The percentage difference is only higher in Dresden, where tenants have to pay 38 percent more for a new apartment, but the price level is also significantly lower than in the expensive metropolises.
However, apartment seekers should note that the higher energy standards of new buildings can outweigh the additional costs for rent due to lower additional costs. For example, tenants of new apartments save on heating costs thanks to often better insulation, which can mean a major financial advantage in view of the rapidly increasing energy prices.
Lowest additional costs in Dortmund and Düsseldorf
In several large cities, the surcharges for new apartments are comparatively moderate anyway. Tenants in Dortmund pay only 160 euros more for a 80 square meter new apartment than for a comparable existing apartment. This is the lowest surcharge of all the cities examined. In Düsseldorf, looking at new buildings can also be worthwhile for those looking for an apartment: the additional costs in the North Rhine-Westphalian state capital are 170 euros. Tenants in Essen and Leipzig pay the same surcharge. And also in Hanover and Nuremberg (each +180 euros) the surcharge for newly built apartments is rather moderate.

The data basis for calculating the rental prices were offers advertised on immowelt.de in the 14 German cities with more than 500,000 inhabitants in the second quarter of 2022. Only offers that were increasingly in demand were taken into account. The values calculated using hedonic methods reflect the rental prices for exemplary existing and new apartments with 3 rooms and 80 square meters on the 2nd floor. A year of construction between 1945 and 2018 is considered an existing building. A year of construction from 2019 is considered a new building. The rental prices are net rents for new rentals of the properties advertised on immowelt.de.
