New Border Control Measures in Ukraine: Travel Restrictions and Military Registration Requirements

Border guards in Ukraine began asking citizens traveling abroad for certificates from territorial recruitment centers (TCC, an analogue of a military registration and enlistment office), Suspilna reports with reference to a video on social networks.

In the video, a man with many children says that he is not allowed to go abroad without a certificate from the TCC or military registration documents. The border guard says that such documents were not required before, but a new order has appeared.

Representative of the State Border Service of Ukraine Andrey Demchenko told the TV channel that border guards have the right to do this. According to him, those serving military service who are raising three or more children under 18 have the right to go abroad.

“Given that we have repeatedly identified forgeries of documents related to large families, our inspectors can check this condition for the departure of men, including using documents from territorial recruitment centers. This could be an extract from the TCC protocol on the decision made to defer or a record of the deferment in military records,” said a representative of the border service.

From December 30th, as writes “Strana.ua”, Ukraine has made it more difficult for citizens liable for military service aged 18-60 to leave the country. Representatives of military registration and enlistment offices have appeared at border crossings, paying special attention to people with disabilities and those accompanying them.

Towards the end of the second year of a full-scale war, the Ukrainian authorities decided to revise the rules of mobilization and military registration. The government of the country prepared a special bill, which was submitted to the Verkhovna Rada on December 25.

Among other things, the draft law proposes to reduce the conscription age from 27 to 25 years, to clarify who is not subject to mobilization and has the right to a deferment, and also to determine the procedure for the dismissal of those mobilized. The document provides for the distribution of electronic summonses, introduces registration of Ukrainians liable for military service living abroad, tightens restrictions for draft dodgers, and also cancels the deferment from mobilization for people with disabilities of the third group.
