The Ñuble Region is the youngest in the country. It was created in 2018 as it is an area with its own cultural, geographical and historical characteristics. However, its population warns that it still needs to develop some areas; For example, in the educational field, it does not have its own state university, as other regions do.
Addressing this concern, the Undersecretary of Higher Education presented a bill on September 26 that seeks to ensure that State Universities can have a bi-regional character, which until now is restricted in the legislation.
Furthermore, this was a request made by the Bio Bio Universityto incorporate this quality into its statutes, since it has a historical headquarters in the city of Chillán, which existed before becoming the Ñuble Region, which is added to its headquarters in the neighboring Biobío Region.
He Undersecretary of Higher Education, Víctor Orellana, He explained that the initiative seeks to offer “a greater offer of higher education for these regions that lack state universities, in addition to being an instance to carry out, for example, the support of regional development strategies.”
“In this way, they will have the possibility of applying for funds and being in contact with resources of a regional nature, which are channeled through the public institutions of each region. This will give these state universities that acquire a bi-regional character a greater possibility of connection with the environment, a greater connection with the regional government and with the different instances of the region,” he explained.
The project “will strengthen public education, which is a commitment that was made as a Government. In the case of the Ñuble RegionFor example, we consider it desirable to have a university that has a presence in the region and that promotes critical thinking, teaching, research and extension, taking into account the particularities of the territory. We know that this is also a desire of the community of that region,” added the authority.
If it moves forward along these lines, the bill would allow, for example, the University of Bío-Bío to have offices in both regions. The initiative includes several requirements for state universities to be bi-regional, for example, that they be contiguous regions, where there is no other state university located, and that their statutes expressly provide so.
Likewise, it is established that the address of the central headquarters of the state universities will correspond to that where the higher bodies of the University Government are located.
