New App in Estonia Helps Employers Reduce Gender Pay Gap: “Palgapeegel” Launches in April

A new app launched in Estonia in April allows employers to check and reduce the gender pay gap.

In the app “Palgapeegel” (“salary mirror”) you can see if and how big the difference is between the salaries of women and men in the group.

The new app aims to increase employers’ awareness of the gender pay gap and help reduce it without increasing the administrative burden on employers.

“Palgapeegel” is based on registration data and is available in the self-service environment of the Labor Inspectorate. The app contains an overview of the gender pay gap in the specific group, as well as the distribution of employees by gender in different positions.

Access to the group’s data is given to all employers who have at least three female and three male employees. Data is only available to the employer and authorized employees. At the request of the employer, the Department of Statistics calculates the data based on the information sent to the state authorities.

.The application was developed in collaboration with the Ministry of Economy and Communications, the Department of Statistics, the Labor Inspectorate and the Center for Health and Welfare Information Systems. TEIS working life information system development partners are “Trinidad Wismar” and “TripleDev”. The development of TEIS is supported by the European Social Fund.

The latest data from the Estonian Department of Statistics shows that the average hourly wage of women in Estonia was 13.1% lower than that of men last year, so the gender pay gap decreased by 4.6 percentage points year on year.

The gender pay gap is calculated as the difference between the average hourly earnings of male and female workers divided by the average hourly earnings of male workers and expressed as a percentage. The average average earnings used in calculating the gender pay gap do not include bonuses or irregular allowances.
