This is a bit of a weird/nonsensical feature. Are you going to download your series/movies at a time+place where you have a free and fast network, and then watch them offline when the network is expensive/slow/non-existent?
That example of during a long flight makes no sense. If you have network during a long flight, I would expect that you will just stream there.

EDIT: you are right. Not so much a nonsensical feature, but more of a nonsensical explanation. In any case, I do not expect that people will often need this, but indeed, if it does happen, it is so handy that you can already partially watch it.
