There are still hundreds of thousands of addresses in the Netherlands where solar panels are located in combination with an old electricity meter that is not suitable for phasing out netting. This is evident from research by consumer program Kassa (BNNVARA). According to Netbeheer Nederland, there are approximately 650,000 addresses that still have an electricity meter that is not suitable for this. Netbeheer Nederland estimates that more than half of these addresses have solar panels. That is more than 300,000 addresses. Netbeheer Nederland: the last old meters will be replaced in the autumn of 2026
If the Senate were to agree to the phasing out of netting next week, the network operators would be instructed by the government to replace the old electricity meters.
Given the amount of work to strengthen the network and the numbers of meters that still need to be replaced, Netbeheer Nederland expects to have this completed in the autumn of 2026.
Smart meters are not yet mandatory
Companies and consumers are currently allowed to have such an old meter in combination with solar panels until the end of 2024.
But if the Senate agrees to the phasing out of netting, a smart meter will be mandatory from January 1, 2025.
BBB: “Dismantling netting is not feasible, the minister must go back to the drawing board”
Since the last old meters will not be replaced until the end of 2026, the Netherlands is not yet ready for the phasing out of netting. That’s what Tekke Panman, Member of Parliament for the BBB, says.
Panman: “The law is not enforceable in this way, and we as the Senate are testing this. The minister must go back to the drawing board. And the minister will first have to tackle the problems of an overcrowded network and the inability to connect.”
He continues: “In addition, the government is putting on the brakes especially now that people with a smaller grant can participate. That is not good and affects a reliable government.”
