Netanyahu Unveils Controversial Postwar Plan for Gaza Amid Political Posturing
Israeli Prime Minister Benjamin Netanyahu has revealed his postwar plan for Gaza, sparking controversy and skepticism among experts. While the plan is seen by some as a political maneuver rather than a concrete strategy, it sheds light on Netanyahu’s ambitions and priorities for the region.
The plan, released in a relatively brief document, emphasizes Israel’s ongoing military presence in Gaza and the maintenance of a “buffer zone” in the northern part of the enclave. This proposal contradicts the stance of the Biden administration, which has opposed the establishment of such a zone since its inception.
Divided into immediate, intermediate, and long-term goals, Netanyahu’s plan reiterates his desire for the complete demilitarization of Gaza, an end to Hamas’ rule, and the release of hostages held captive since October 7. In the medium term, the plan calls for an overhaul of Gaza’s civil administration, relying on local elements with administrative experience. Notably, it does not mention the Palestinian Authority, which President Joe Biden has suggested should govern Gaza and the occupied West Bank.
The plan also includes the introduction of a “southern lock” at the border with Egypt to prevent terrorist rearmament and calls for a comprehensive de-radicalization program. Additionally, it proposes the eventual closure of UNRWA, the United Nations agency supporting Palestinian refugees.
Netanyahu’s long-term goals outlined in the plan reject international dictates regarding a permanent settlement with Palestinians and oppose any unilateral recognition of a Palestinian state. According to the document, such recognition would be seen as a “reward to terrorism.”
The release of Netanyahu’s plan may be an attempt to preempt any proposal from the Biden administration regarding postwar plans. Dov Waxman, director of UCLA’s Y&S Nazarian Center for Israel Studies, suggests that Netanyahu aims to solidify his position and maintain support from the Biden administration while appeasing right-wing politicians in his coalition and regaining public support.
Critics argue that the plan lacks substance and does not contribute to diplomatic progress. It is seen as a document primarily aimed at the Israeli audience, providing Netanyahu with domestic legitimacy as his popularity declines in polls and right-wing members of his government scrutinize his actions.
Experts believe that Biden’s immediate focus is on securing a cease-fire and the release of hostages in Gaza. Israel has warned that if the hostages are not released by the start of Ramadan, they will launch a ground invasion of Rafah, a city in southern Gaza where many people have sought refuge. The Biden administration insists that any assault on Rafah must prioritize the safety of those sheltering there, including thousands of children.
In an effort to negotiate a hostage release and cease-fire deal, an Israeli delegation traveled to Paris on Friday. However, it remains uncertain whether progress was made in the discussions. White House Middle East adviser Brett McGurk met with members of Israel’s war Cabinet, and a meeting with Netanyahu was expected to take place.
Netanyahu’s postwar plan for Gaza has sparked debate and skepticism. While some view it as a political move, others see it as an attempt to address security concerns and appease the Biden administration. As negotiations continue and tensions remain high, the future of Gaza hangs in the balance.
