A stalled dynamic? For two years in a row, the neighbors didn’t celebrate, at least publicly, since pandemic gatherings weren’t allowed. But the return to good habits from before the Covid episode is not easy, and the public’s enthusiasm for what was to be the twenty-first edition of the neighbors’ party remained more than timid.
