According to Ivy, Radha and her partner, whom she says she doesn’t have, make noise all day long by constantly moving chairs and tables. The couple would also do a lot of odd jobs, which Ivy hears until three in the morning. “I’m really fed up.”
The noise pollution brings out the devilish side in Ivy, while Radha insists that she is not a nuisance. She even says she is terrified of Ivy. “I saw her the other day. I really wanted to attack her,” Ivy says aggressively.
The situation creates an explosive atmosphere in the flat. Viktor Brand visits in an attempt to calm things down and put out the fire.
In this episode Mr. Frank Visser does not make a statement at all, but fellow judge Bart Beuving does the honours. Yet it is mainly Viktor who has his hands full with the quarreling neighbors. Bart is on his way to Zaanstad when all hell breaks loose when Viktor invites the neighbors for a confrontation.
As Ivy launches the verbal attack, Radha says her neighbor is “crazy.” “Listen, I’ll knock all those teeth out of your mouth,” Ivy threatens. Radha is terrified. “You’re sick in the head,” she exclaims.
Viktor tries to calm the ladies down, but the damage has already been done. “Come and stand here. Then I will teach you”, Ivy continues furiously. When Radha makes another comment afterwards, the fuses blow and Ivy approaches her neighbor. “What did you say? I’m really f*cking you…” Radha is fed up with threats from her neighbour. She no longer seems afraid. “Touch me, then you will see”, she roars. “I’m fed up with you now.”
If Mr. Bart Beuving finally arrives, the ladies have to be kept apart. After researching and measuring the program, Bart judges, after Ivy completely freaks out, that the nuisance is not coming from Radha’s house. There is no connection between the noise pollution and Radha’s home. “It has become clear that the apartment block is very noisy. The question of whether this defect should be labeled as noise nuisance for which the landlord is responsible is not for me.”
Ivy also receives a reprimand for her short-tempered behavior. “It is prohibited and punishable behavior that you display. It is also contrary to the rental agreement. (…) You have in fact threatened, insulted and made life difficult for an innocent woman. It is important that you stop doing that.” Finally, Ivy apologizes.
