“Neighbor Dispute: Mr. Frank Visser Judges No Unlawful Nuisance”

Joan has a lot to complain about her neighbor Pamela. There would be a hum through the wall and Joan is disgusted by the smell of chips and cigarettes from the neighbor. She rings the doorbell several times and puts notes through the door. Something Pamela has had enough of. She thinks it’s all in Joan’s mind. In fact, “I think she’s after me and looking for things.”

When Victor Brand comes to take a pulse, Joan says that she is burdened by the sounds she hears and even feels in her body. “The quality of my life has deteriorated,” she tries to explain. Many viewers initially find Joan a nag and suspect that the woman may be suffering from a form of tinnitus.

But when Victor hears Pamela’s side of the story, some of them change their minds. She comes out pretty fierce and has zero pity for her neighbor. “Fuck it, she’s lying,” she says. And: “I’m really pissed off.”

If Mr. Frank Visser comes to assess the situation, it is Victor’s honor to paint the best possible picture. That’s why he cooks in the Pamela house and lights a cigarette outside. All in the name of research, of course.

mr. Visser judges that there is no unlawful nuisance from Pamela. The judge does advise the housing association to realize better sound insulation. As for smoking: Pamela will have to do that in the back of the garden from now on. “Little trouble,” he orders her. Frank imposes on the neighbors to only have written contact, but only if there is a concrete reason to do so. Both Pamela and Joan are quite happy with the verdict. Would the two want to shake hands? That’s too much to ask, especially for Pamela.
