NEGZ: Short study “Blockchain for building inspections” | Commune21


[23.6.2021] The National E-Government Competence Center (NEGZ) has published a short study on the use of blockchain technology in building inspections. The blockchain could therefore help to combine decentralized file management by building authorities with central file inspection.

After its position paper on blockchain technology, which is primarily aimed at CIOs and CDOs in the public sector (we reported), the National E-Government Competence Center (NEGZ) now also has a short study on a special one in its series “Reports of the NEGZ” Blockchain use case published. In the “Investigation of the usability of blockchain technology for building inspections”, possible uses of blockchain technology in building inspections were identified and assessed together with the responsible authorities. Use cases with the greatest potential were conceptualized and in some cases also implemented. The study looks at the scientific and practical backgrounds of the building inspection, describes use cases and gives recommendations for action.
Due to the federal structures of German building authorities, the data records of building and property files are decentralized with state authorities or municipalities. However, they can be important to different parties. A central service for inspecting files via the Internet does not yet exist. In addition, inspection is only possible with the authorization of the owner. If a central service for online inspection of construction files is to be designed, both the data sovereignty of the building authorities and the sovereignty of the owner over the data exchange must be taken into account. There is the assumption that blockchain technology could be a possible solution due to its decentralized character, according to the NEGZ.
To make it easier to inspect, construction and property files should first be digitized – regardless of how they are later viewed. In the opinion of the NEGZ, for a central service for accessing files it is necessary to take into account the data sovereignty of the individual building authorities within the federal structures. Blockchain technology offers the opportunity to do this. Using cryptographic keys, the respective owner can grant digital powers of attorney to view his files. Blockchain technology also enables an access layer to be set up for decentralized, stored construction and property files. The decentralized architecture of the blockchain serves as a central user administration for decentralized data storage. The NEGZ recommends observing the area of ​​productive use of blockchain technology in public administration, as too little is known about this so far. (each other)
