Two years after the tsunami following the revelations of sexual violence in sport, speech continues to be released. The figures, unveiled on the occasion of the 3rd convention on violence in sport, are instructive. As of December 31, 2021, 610 cases (89% concern sexual violence) involving 655 people had been reported to the signal sport cell ([email protected]), created in February 2020 to collect testimonies.
If the first denunciations, in particular those of Sarah Abitbol and the skaters, related to acts committed twenty years ago, now the denunciations also concern more recent cases. Thus, 73% of cases relate to acts committed during the last 10 years. 107 cases even relate to the 2020-2021 sports season.
Who are the victims ? At least 70% of victims are female. 84% of the victims were minors at the time of the events. 188 victims were under 15 years old. Of the 610 cases handled, 213 occurred in the 2010s, 107 during the 2020-1921 season. Proof that sexual violence continues… Or that the victims dare to denounce more, without waiting several years.
Who are the defendants? Of the 655 people denounced, 365 are sports educators: 309 are paid educators, 86 volunteers (a status which allowed them in particular, before the extent of the check of good repute to all supervisors, to slip through the meshes of the net), 36 had civil servant status.
Which federations are affected? 54 sports federations are concerned, but 12 of them concentrate 68% of business.
What decisions were made ? 449 files are closed. 206 investigations are in progress, in 92 departments. 50 surveys are carried out in several departments. 120 emergency measures prohibiting practice for a maximum period of 6 months (the time of the administrative investigation) have been taken (this is particularly the case when the respondent still operates with a minor public and that the Prefect considers that he may be in danger). A total of 291 prohibition measures were pronounced, including 67 permanent measures.
When a victim makes a report, the State services can initiate an administrative investigation (44% of reports were the subject of an administrative decision), but also seize the Public Prosecutor. This was the case (via Article 40) for 123 cases. In addition, 309 defendants are the subject of a criminal complaint or a handrail filed by the victim or his family. While the administrative and/or judicial inquiries are launched, the sports federations can also seize their disciplinary bodies (provided that the defendants are dismissed). 23 definitive radiations were thus pronounced.
