The city where Groupama Stadium is located doesn’t just attract Olympique Lyonnais fans on match days. Décines-Charpieu has become “hyper-attractive”.
Like Saint-Priest or Meyzieu, it is a favorite city for property developers looking for land in the second ring of Lyon (Rhône).
Developers are buying homes at ‘outrageous prices’
There are no less than 13 real estate programs again in Décines. The projects are carried out by different promoters, as Laurence Fautra, mayor of the commune of Les Républicains explains: “We have small promoters, national groups, club owners from the Lyon region, but we also see promoters from the Haute-Savoie and the north of Isère . »
Their strategy, sometimes very offensive, does not always please the chosen one. “With some promoters, we can discuss. You can’t with others. He continues: “They put a lot of pressure on the inhabitants living around Lyon by offering them large sums. »
Laurence Fautra gives a casual example: “They can offer up to one million euros to someone who wants to sell a house from the 70s. These are outrageous prices. »
€6,000/sqm for new apartments
And the prices of new homes offered by some developers are equally excessive, even exceeding 6,000 euros/m2 for one-bedroom, two-bedroom or three-bedroom apartments. The program led by Vinci Immobilier, Les Balcons de Juliette, offers 113 apartments with studio apartments from 185,838 euros which will be delivered in the 3rd quarter of 2025.
We can also talk about the 66 lodgings of the Hameau des amours, a real estate program also carried out by the French construction giant. Prices per m2 are slightly cheaper, but still more than 5000 euros for most apartments.
Other projects are even more reasonable in terms of pricing, such as Ambition. A real estate program of 91 housing units that should come off the ground at the end of 2023 with prices around 4000/m2.
The system is “rigged”
Although bound by the local development plan of the Métropole de Lyon or by the urban code, these programs are put together in such a way as to remain in the nails. “Everything is very good to build, but the after-sales service of these buildings does not follow. They don’t care ”, launches Laurence Fautra. “Especially with regard to public facilities. »
Mayor LR believes the system is “rigged”. “We are being asked to provide accommodation. So to do social housing, but we have not no control over who comes to settle… »
The vice-president of the Auvergne-Rhône-Alpes regional council notes that property developers are driving up prices. And it’s not just your municipality that’s worried. ” All Eastern Lyon is under fire because we have a territory that still has land, industrial wasteland that can be reconverted. »
“We always want the subway”
The attraction enjoyed by a city like Décines-Charpieu is logical according to Laurence Fautra. “We are very attractive because we have a quality of life. Half of my territory is in a protected natural area. It is interesting for young couples. »
On the other hand, the mayor is asking for more resources to welcome these new Décinois who should be more and more numerous. “We always want the subway. We cannot take on the entire burden of urban development without giving us the infrastructure that goes with it,” he says.
Meanwhile, no less than 213 apartments and 14 houses are affected by new real estate programs in Décines-Charpieu, second SeLoger.
