A citizen wrote a similar statement to the prosecutor’s office

The hotline of the National Center for the Prevention of Torture received a message from N.T. about the fact that M.T. was being held in the office of the criminal investigation department of the Department of Internal Affairs of the Zhaiyl district of the Chui region, not allowing him to leave the building and subjecting him to beatings. This was reported to the NCPP.

During a visit to the building of the police department of citizen M.T. did not have. According to the head of the criminal investigation department, he was allowed to go home. However, in the registration logs among the delivered persons, M.T. did not have.

After the visit, the employees of the national center met with M.T., who turned to the NCPP with a statement that on April 17, operational officers detained him in the territorial hospital of the Zhaiyl district and brought him to the police department, where he was beaten.

According to M.T., three or four officers, two of whom were named Rysbek and Arsen, beat him with their hands and feet in the chest, ribs and head, put a bag over his head, and beat him in the face with their palms so as not to leave marks. The purpose of the beating was to obtain a confession to the theft, which he did not commit.

A similar statement by M.T. wrote to the prosecutor’s office of the Zhaiyl region, where he received a decision to undergo a medical examination. As it turned out later, in the emergency room, the operational officers of the internal affairs department prevented the recording of traces of the beating, exerting psychological pressure on the citizen (video footage is available).

This application and the process of its consideration are under the control of the NCPP.
