IN address to farmers, sent last night shortly before 8 p.m., the National Association of Grain Growers congratulates its colleagues on the long-awaited changes to the Law on the Ownership and Use of Agricultural Lands (ZSPZZZ). The draft law was voted yesterday in the second reading in the plenary hall and is about to be promulgated in the State Gazette.
The address says that NOT for 10 years now, she has been actively pushing for the introduction of key changes in the law that will unblock the activities of farmers.
In the first place, the advantage in the auctions for the allocation of land from the State Land Fund (DPF) is indicated, which will benefit the producers of fruits, vegetables, animal breeders and organic farms, as well as young farmers who are just entering agriculture. “A fair distribution of DFT will support small and medium-sized producers, promote diversity in the sector and create fairer market conditions,” the appeal reads.
The changes concerning the conclusion of collective use agreements will prevent vicious practices and demagoguery, giving an advantage to small and medium-sized producers, who will have the opportunity to improve their competitive positions. It will prevent the deliberate blocking of agreements and facilitate the decision-making process, while ensuring that the majority of participants agree to the terms of the agreement, NAZ said.
The association is also satisfied with the transformation of the methodology for determining the amount of the average annual rent payment for the respective land. The solution is to take into account absolutely all contracts that are registered in the Municipal Agricultural Service for the relevant year, and not just 50% of those registered. In this way, a balance will be obtained in the calculation of the average rent and fair conditions will be created for the farmers.
It is also important that municipalities have the right to lease municipal land for the construction of photovoltaic parks only when the land in question has not been claimed for support by animal breeders and has no lease contracts for three years. This condition is recorded in the Law on the Protection of Agricultural Lands through the Agricultural Land Protection Act.
“NAZ believes that these amendments are only the beginning of the road to long-term investments, support for small and young farmers and sustainability of Bulgarian agriculture,” concludes the address.
