Navigating the EU Legislative Process: From Commission Proposal to Final Approval by Parliament and Member States

The European Commission, the executive body of the EU, draws up bills. Such a proposal is then shared with parliament and the member states.

Parliament consists of different factions, all of which have a different view on such a proposal. As a result, it may take a while before a majority is on the same page. This of course also applies to the Member States. In the Council, the line ministers are trying to reach agreement. Both EU institutions have often adapted the Commission’s original plan.

Once these hurdles have been overcome, negotiators from the three institutions (the Commission, Parliament and the Council) will still have to reach a solution together.

Once they have reached an agreement, the final texts are written. Parliament and the member states must then formally vote on it again. That is usually a formality.
