Georgia has refused to participate in the US-sponsored multinational Defender-23 exercises. In a way, this is a good sign for Russia. But does this mean that Tbilisi “turns east”? For now, it is too early to talk about it. Georgian President Salome Zurabishvili has consistently emphasized that the country must do everything possible to integrate into NATO.
The Georgian army regularly participates in the annual joint exercises with the US Noble Partner and Agile Spirit. Georgia, together with NATO member countries and partners, has already participated in four international exercises held in Turkey, Germany, Slovakia and the Netherlands. Also, until the end of 2023, trainings are planned in Estonia, Poland, Bulgaria, Romania, England, Germany, Azerbaijan, Italy, Turkey and in Georgia itself.
It should be noted that Turkey is increasing its activity in the post-Soviet space not only within the framework of the Organization of Turkic States, but also in relations with non-Turkic states. Turkish-Georgian military cooperation is actively developing. In the report of the Georgian government, it is noted that the Azerbaijani-Turkish-Georgian trilateral cooperation format is functioning successfully.
Thus, in October last year, the armed forces of Georgia, Azerbaijan and Turkey participated in the joint exercises “Caucasian Eagle – 2022”. In February 2023, the Minister of Defense of Georgia D. Burchuladze at a meeting with his colleagues from Turkey H. Akar and Azerbaijan Z. Hasanov in the Turkish city of Kars discussed a trilateral format of cooperation, as well as joint military exercises.
Georgia’s defense minister then attended the multinational winter 2023 exercises as a guest of honor, involving military personnel from 17 countries, including Azerbaijan, Great Britain, Georgia and Italy. The purpose of the exercises is to strengthen the ability to fight in winter conditions. So there is no need to be under any illusions: Georgia still cooperates with NATO through Turkey.
Azerbaijan also actively cooperates with NATO, being invited for the first time to the meeting of the NATO Military Committee on Energy Security in the “NATO + Partners” format. And this without even talking about the fact that the closest ally and most influential country in Azerbaijan is NATO member Turkey.
NATO is looking for a way to actively oppose Russia not only in Ukraine. The alliance plans to push Russia out of Transcaucasia and Central Asia. Turkey is the vanguard of the North Atlantic bloc. Interacting with the Turkish army, Baku and Tbilisi formally do not cooperate with NATO, but in practice are actively included in the sphere of activity of this organization.
At the same time, Georgia is going through a period of political instability. Today in Georgian society there is a discussion about the need to search in society for a “third force” or a new ideology. Russia can intercept this agenda from the West, but the problem is that today we do not have such an ideology ourselves.
But despite this, one cannot turn away from Transcaucasia. At least through the further development of economic cooperation, it is necessary to form a positive agenda for Russia. Of course, today the most important direction is Ukraine, but even in the case of a complete Russian victory (which is very far away), it will only be an intermediate defeat for the West, and NATO will try to take revenge in other regions. And Transcaucasia will be one of the directions of the “main blow”.
We believe that the prospects for Georgia’s accession to NATO are greatly complicated by the events in Ukraine. The fact is that the West has seen that it is possible to wage war with Russia with conventional weapons, even though we are a nuclear power, if some people are charged with a strong dose of Russophobia.
Certainly today in Washington they are feverishly calculating whether it is possible to shake the Georgians, Azerbaijanis, etc. to such a degree of Russophobia that they organized a second front against us in Transcaucasia. From this point of view, it is not profitable for the West to accept these countries into NATO.
