National Survey of Open Television in Digital and Analog Technology: Key Findings and Implications for Colombia’s Technological Migration Process

With a large participation of the country’s open television operators, yesterday the results of the ‘National Survey of Open Television in Digital and Analog Technology‘, which measured the levels of knowledge and appropriation of Digital Terrestrial Television (DTT) in Colombia.

Among the most relevant data left by this study, carried out on 14,005 people in the 32 departments of the country, is that 95% of Colombians know this technology: 76% spontaneously, and 19% after being presented with the description. Furthermore, 64% of homes that do not have DTT are willing to install it, upon learning of the Cessation of Analog Emissions.

The results of this survey become an important input for decision-making in the process of implementing the cessation starting in 2024. For example, we now know that seven out of ten Colombians who know about DTT did so through television, which highlights the importance of continuing to broadcast commercials about the definitive arrival of this technology“said the ICT Minister, Mauricio Lizcano (@MauricioLizcano).

With the deployment and implementation of DTT in 2014, the technological migration process began in open television. This process is scheduled to end with the cessation of emissions of analog signals carried out by the Television Operators, for which the MinTIC, in co-authorship with the International Telecommunications Union (ITU), designed and consolidated the General Plan for Cessation of Emissions (PGCEA), whose version 2, the most recent, was published in July 2023.

During this year, at the initiative of the Ministry, working groups were held with all broadcast television operators, to structure and design the questionnaire for the National Survey of Open Television in Digital and Analog Technology, to determine the level of knowledge of the DTT, the Cessation of Analogue Emissions and the degree of technological appropriation achieved by the population. This survey also sought to provide information on the factors why households, knowing the technology of the service and needing to access it, do not take advantage of DTT.

In response to the concerns of the service operators, a selection and hiring process was carried out with the expert company Brandstrat, which was in charge of the Survey, which constituted a milestone in the specific measurement of knowledge and use of Digital Terrestrial Television.

Thanks to the results of the survey, the MinTIC has greater knowledge about the best way to continue advancing in the socialization, deployment and appropriation processes necessary to carry out the Cessation of Analog Emissions in the best way.
