Jakarta. National Police Chief Police General Drs. Listyo Sigit Prabowo ordered all his staff to use social media wisely. This was even stated in the official telegram letter number 2407 which was published in October 2023.
Karo Wabprof National Police Propam Division Brigadier General. Pol. Agus Wijayanto explained that this policy was a form of maintaining the neutrality of the National Police in the 2024 election stages.
“The first thing we have to do is know the signs, the law is there, the Perpol is there and clarify activities regarding (prohibition of) practical politics with the National Police Chief’s telegram letter, we have sent telegram number 2407 in October. “What is prohibited by the police on social media,” he explained, Sunday (17/12/23).
He explained that all members of the National Police were prohibited from taking photos with candidate pairs. Apart from that, members of the National Police are also prohibited from commenting on photos of candidate pairs on social media.
Then, it is prohibited to take selfies with poses that have the potential to accuse the National Police of siding with political parties. Promote, respond to, disseminate candidate photo images via mass media, online media and social media.
“This also includes photo poses with fingers, which in the past, if there was a force, whether it was a non-commissioned officer or an officer, there was a force, that was not allowed,” he said.
He further explained that the Propam Division also has ways to make various efforts to maintain the neutrality of Polri members. In fact, various videos using the figure of Mr. Bhabin have been distributed widely as a reminder to all ranks.
“One of them is preemptive, this is to go in first, the first thing for Propam personnel is to increase their devotion to God Almighty,” he said.
Apart from that, he said, the leadership’s example is prioritized in maintaining the neutrality of the National Police. Next, there is debriefing and direction regarding the discipline of the members.
“Continue to make indications to the ranks, what is allowed and what is not allowed apart from the UU, there are Perpol regulations,” he said.
Propam Polri, he explained, also carried out early detection to maintain neutrality in the elections. One of them is by carrying out cyber patrol activities.
According to him, during this election stage, Propam Polri is attached to carry out supervision. When there are repressive actions, a special team for handling neutrality from the Paminal Bureau, Provos Bureau, Deputy Prof Bureau will follow up.
Not only members of the National Police, he said, the families of the police who are contesting in the 2024 elections have also been regulated in the telegram letter. The National Police has registered the families of the police who are running in the elections.
“There are legislative candidates ranging from district, provincial DPRD to DPR RI, we have data on that, to date there are more or less 1,300 in that data,” he said.
He added, even though there are family members who are participants in the 2024 elections, members are still not allowed to be involved in practical activities. They are also not allowed to abuse existing facilities.
If it is found that there are members who are suspected of not being neutral, he said, the National Police will first clarify with a number of parties. If a violation is later discovered, there will be follow-up action from Propam Polri.
Then, a regional regulation will be held to determine the category of violation committed. If the violation is categorized as serious, sanctions will be given up to dishonorable dismissal (PTDH).
“The Head of the Propam Division has given a grace period and we have discussed that 14 days for violations of the code of ethics have been completed, for ASN violations 7 days after the LP has been completed, this is what we are doing so that we are really serious about handling this neutrality,” he said.
