The National Human Rights Commission announced on the 3rd that it recommended that basic pension be paid differentially according to income level to resolve income inequality among the elderly.
The current basic pension system provides 300,000 won per month to all people aged 65 or older who are in the bottom 70% of the income bracket. The payment amount is adjusted every year to reflect the inflation rate, and this year it is 322,000 won.
In response to this, the Human Rights Commission pointed out, “This is a payment method that does not take into account income inequality due to the widening income gap among the elderly.” He then recommended to the Minister of Health and Welfare, “Pay the basic pension amount differently depending on the income level so that more basic pension can be paid to the elderly in the lower income bracket.”
The Human Rights Commission also commented on the current system in which a recipient of basic livelihood security benefits is deducted in the same amount as the basic pension, saying, “In fact, a situation may arise where one does not receive basic pension benefits or is excluded from receiving basic livelihood security benefits.” “Prepare a plan to not include it in the income assessment amount of living security benefits,” he recommended.
In addition, the Human Rights Commission recommended that the Minister of Employment and Labor revise the Employment Insurance Act so that unemployment benefits can be paid to those who are employed or self-employed after the age of 65.
The Human Rights Commission said, “We hope that this recommendation will further ensure a thicker social safety net for poor seniors.”
