National director of prisons wants to pass Educational Center for the Region

The Director-General for Reinsertion and Prison Services this afternoon defended in Funchal a partnership with the Government of Madeira for the transfer to the region of the former Santo da Serra Educational Center and its transformation into a “home of autonomy”, institution for where young people are in the final phase of internment, as a measure of progressive approach to the community. Rómulo Mateus was speaking at the Palace of São Lourenço, following a meeting with the representative of the Republic, Ireneu Barreto.

The national official had the opportunity to visit the Madeira Educational Center today, an infrastructure that has been abandoned since 2013. The building was inaugurated in 2005 and represented an investment of 7 million euros, funded by the Ministry of Justice, but was closed for five years. years. It then opened in 2010 and closed again in 2013, when the eight young people there were transferred to institutions on the continent.

On the other hand, Rómulo Mateus has reaffirmed his commitment to purchase 76 mobile vehicles in four years, since many of the vehicles in the Directorate-General’s fleet are “from the last century” and have a run of 500,000 kilometers. “It is a big concern the extreme longevity we carry these cars,” he noted.

The Director-General for Reinsertion and Prison Services also indicated that “several competitions” are currently being held for the admission of staff to strengthen the electronic surveillance and social reintegration teams as well as the body of the prison guard.

“We are fighting for, at this time, when the Budget [do Estado] is being designed, our claims are met, ”he said.

The Directorate-General for Reinsertion and Prison Services is committed to maintaining a “peace-of-mind dialogue” with prison union unions, the head of the institution, Rómulo Mateus, said today, underlining the importance of these professionals.

“Without the guard body prison services do not work. They are an indispensable part of the solution, ”said Rómulo Mateus. The Director-General for Reinsertion and Prison Services stressed that the relationship with unions is “dynamic”, considering that some claims are “fair and enforceable”, while others, while fair, “for the time being are not feasible”. “You will notice that we have made great progress because that critical period of strikes that struck prison services in the final phase of 2018 did not reproduce [em 2019]”Rómulo Mateus told reporters, noting, however, that prison guards represent less than half of the approximately 8,000 staff assigned to that Directorate-General.

Rómulo Mateus took office in February 2019, replacing Celso Manata, who ended the commission and did not ask for renewal, at a time when prison services were plagued by strikes by the prison guards’ unions, calling for a review of the statute, updating of the pay scale, creation of new categories and a new shift allowance. “It is important to say that we made a great effort to close the evaluation cycles and to classify people precisely according to SIADAP rules. [sistema integrado de gestão e avaliação do desempenho na Administração Pública]He said, stressing that “claims that are just and enforceable” get a response.
